CALEB ROOPE is the Principal and CEO of four major companies in the areas of development, finance, architecture, and construction. Mr. Roope has over twelve years of professional experiences specializing in affordable housing developments and has successfully constructed over 44 multi-million dollar affordable housing developments in eleven western states. Mr. Roope is a specialist in the affordable housing industry with a keen knack concentrating primarily on the new construction of housing, combining the federal low-income housing tax credit program with secondary financing resources. Mr. Roope is an expert in the area of finance, tax credit programs, and is a desired consultant among the affordable housing industry. With his combined skills of professionalism, relationships with government agencies, finance, construction oversight, project management, and team of specialists supporting him, Mr. Roope is able to successfully complete 8 to 10 affordable housing developments per year.
THOMAS SCHOWALTER is the Senior Project Manager and has been with Pacific West Communities since July 2006. Mr. Schowalter oversees every aspect of the project from the point of project funding until the completion of the project. All of the duties include coordinating environmental site planning including all local utilities companies, Geotech investigation, civil engineering, architectural design, and approval of governmental entitlements. Prior to joining PWC, Mr. Schowalter was the principal of Trigon Development Company which specialized in constructing multi-family residences, light commercial projects and single family homes and subdivisions. Some of the projects include subdivisions, upper-end spec housing, small commercial centers, office buildings, and mini-warehouse developments. Mr. Schowalter’s experience in the San Jose region of California enhances PWC’s experience with urban infill developments.
L. ANDREA CLARK is the Vice President – Special Projects for Pacific West Communities. Ms. Clark specializes in tailoring housing developments to the specific workforce needs of rural areas, high cost markets, and resort communities. Ms. Clark brings a breadth of community-based planning expertise that looks to neighborhood outreach as a means of achieving housing developments that shine as community assets. As a former County Deputy Administrator and Planning Director with an extensive career in the public sector, Ms. Clark brings a unique perspective to private sector development. Prior to joining Pacific West Communities in 2006, Ms. Clark spent several years as the original Executive Director of a fledging housing non-profit in Mammoth Lakes, CA. Ms. Clark has a Masters degree in Political Science and has attained professional expertise in urban and transportation planning, housing policy, finance, and management.
PETER VAN DORNE is the Director of Operations and has been a key team member of Pacific West Communities since January 2002. Mr. Van Dorne oversees the financing of construction, equity syndication, and coordination of all permanent debt related to the developments. Prior to joining PWC, Mr. Van Dorne was the Real Estate Development Manager for the Boise City/Ada County Housing Authority for two years where he focused on management of assets, coordination of rehabilitation of 260 existing apartments and construction of an additional 110 units. Previously Mr. Van Dorne worked at the Idaho Housing and Finance Association for six years as the Multifamily Finance Officer where he was responsible for underwriting low income housing tax credit developments, multi-family construction and permanent financing applications, construction administration, document production, and administration of closing procedures.
DENISE CARTER is the Vice President of Asset Management and Public Relations and has been a key team member of Pacific West Communities since 1998. Ms. Carter’s experiences span twelve years working with government agencies in nine states to secure housing tax credits, HOME Funds, CDBG Funds, AHP Funds, and Tax Exempt Bonds for affordable multi-family developments. Ms. Carter specializes in community development through coordinating all federal housing programs applications. Ms. Carter was a multi-family program specialist with Idaho Housing and Finance Association for four years prior to working for Pacific West Communities and has been the key in the development of over 44 multi-family developments since 1998.
RONALD L. TUNING is the Director of Asset Management and has worked for 3 years with Pacific West Communities. Mr. Tuning oversees the management of multi-family developments once they are constructed and at present, directing 5 different management teams overseeing 31 developments in 5 western states. Mr. Tuning has an extensive background in the affordable housing industry as well as finance which brings an element of the future success of each affordable unit to the principals and investors.
